Police responded to a call of a possible overdose around 1:00 Friday afternoon.
Officers were dispatched to the 500 block of Tusculum Boulevard after a man passed out inside a vehicle with a needle in his arm was reported.
The officers approached the vehicle and the driver, identified as Watson Manuel of Francis Drive, opened the door and got out. According to the report, an officer observed a small baggie with a white substance lying inside the driver’s side. They attempted to detain Manuel, but he grabbed the baggie and refused to let go of it, even after multiple commands to do so. Eventually, an officer had to pry the baggie from Manuel’s hand. Later, Manuel allegedly admitted the baggie was supposed to contain heroin, which he had just bought.
Manuel was placed under arrest without further incident. He is charged with Public Intoxication, Disorderly Conduct, and Simple Possession of a Schedule 1 Drug.
