The Greene County Regional Planning Commission scheduled a work session for 1 PM on January 4, at the Courthouse Annex, to discuss the proposed solar farm regulations. The extended moratorium ends in April. This session is open to the public and there will be a discussion with insight on how to proceed.
According to Lyn Ashburn, who has been in charge of gathering research for the regulations, since this is a work session, no official action to approve or disapprove any regulations can take place. The purpose of the work session is to gain input on what type of regulations the Planning Commission wants to see.
During the meeting, there will be rough drafts for four options for Solar Regulations:
1. Permit utility scale solar farms in M-2 (High Impact) zones.
2. Create a new “Special Impact” zoning district for utility-scale solar farms, as well as bit-coin mines and like uses.
3. Permit utility scale solar farms as a special exception in the A-1 (Urban Agricultural Zone).
4. An indefinite moratorium on utility-scale developments.
