Just over two days after the Greeneville City Council called for his resignation as Greeneville City Manager, Todd Smith has done just that.
Smith confirmed to Radio Greeneville News early Thursday evening that he was resigning from the position he has held for the past 13 plus years.
The call for his resignation was approved by a vote of 3-2 Tuesday afternoon with Mayor Cal Doty, who had called for the resignation, casting the deciding vote.
Todd Smith was appointed by what was referred to at the time as the Board of Mayor and Aldermen in December 2011 as the Town’s first City Administrator. In 2023, the BMA voted on charter changes to update their name to City Council and the role of City Administrator to City Manager.
Smith told town employees of his decision with a email to them Thursday.

Today I am submitting my letter of resignation to the Greeneville City Council. To say thank you for the work you do in this community is insufficient. For the last 13+ years you’ve allowed me in your lives, you taught me aspects of your jobs, you shared your ups and downs outside of work, and we walked side by side moving this community forward. I reflect on all that you have accomplished over the last 13 years and you should be very proud of your accomplishments. You made me look good countless times, and I will always remember that. You are incredible public servants who make this community the attractive success it is. This is not the way I planned on leaving Greeneville, but as I move on to my next mission, I will always value your efforts in making this community great.

Prior to coming to the Town of Greeneville, he spent 7 years with the City of Johnson City, TN, leading the City’s economic development efforts. He is an Air Force veteran with 5 years of active-duty service and served with the Tennessee Air National Guard.
EDUCATION
Smith is a 1997 graduate of Milligan College with a BA in History and in 2004 earned a master’s degree in public administration from East Tennessee State University. He is also a Certified Economic Developer through the International Economic Development Council (IEDC).
HOMELAND SECURITY COUNCIL MEMBER
Just last month Tennessee Gov. Bill Lee appointed Todd Smith to the Governor’s Homeland Security Council, representing the state’s City Mayors and Managers.
In a formal letter of appointment, Gov. Lee commended Smith’s qualifications, writing, “In the thorough, aggressive search for candidates, your individual characteristics and professional qualifications were exceptional among the number of nominees who expressed interest.”
Smith was selected as the Tennessee Municipal League representative on the 22-member Council, recognized for his leadership in municipal government and years of service in the Air Force National Guard.
In regard to the appointment, Smith said “I am honored to be chosen for this important Council and look forward to serving the citizens of Tennessee to promote their safety and security,”.
The Homeland Security Council, established by Executive Order No. 8 in 2003, collaborates with the Office of Homeland Security to plan and direct statewide homeland security initiatives. The Council works closely with local, state, and federal partners to enhance Tennessee’s preparedness and resilience.
The Tennessee Municipal League, founded in 1940 and based in Nashville, serves as the unified voice and advocate for the state’s 345 cities and towns.
