As of the 5 pm deadline on Friday, sixteen resumes had been submitted for consideration as the new City Manager for the Town of Greeneville.
Pete Auger with MTAS, which is coordinating the search, will meet with the City Council during their Tuesday afternoon meeting to discuss and consider the applicants, and make plans to move forward to the initial interview phase in the search.

DR. DAVID J. BARNES II is a current business professor at Bryan College and a military Chaplain. He is a former Economic Development Director and holds a PH.D. in Public Administration, a Masters in Regional Planning and a Bachelor of Science from the University of Tennessee.
ANDY BROYLES is the current Director of Development Services/Town Engineer for the Town of Greeneville. The Greeneville native is a long-time local businessman and earned a B.S. in both Civil Engineering and Geology from the University of Tennessee.
SCOTT COLLINS who lived in Greeneville from 2016-2022, is the current Executive Director of Finance for the city of Mobile, Alabama. Previously he served as City Manager for the city of Fairview, Tennessee and earlier as City Administration for the city of Northport, Alabama.
RICHARD L. DESGROSEILLIERS is the current Planning Director for the City of Elizabethton. He has also served previously as City Planner for Kingsport and Morristown.
GARRETT K. GASS most recently was a Graduate Research Assistant at East Tennessee State University. He has a Master of Public Administration with a Concentration in Government and a Bachelor of Science in Political Science from ETSU.
BRAD J. GUTH is the current Project Manager for the Town of Hot Springs, North Carolina. He has a master’s from the University of Tennessee in Planning (Economic Development and Historic Preservation).
KELLY ANNE JANIS is currently the Building Director of the City of Gatlinburg with a Bachelor of Science in Psychology/Business Administration and Master of Public Administration, both from the University of Phoenix.
SCOTT KEITH is the Assistant Public Works Director for the Town of Greeneville. He is a University of South Florida grad and after serving in the Army, he spent time in the City of Tampa, most recently as Transportation Services Supervisor before arriving in Greeneville.
AMANDA R. MURPHY most recently worked with the Cocke County Board of Education. She is a Tusculum College graduate with a Master of Science Degree from Bethel University and a Doctor of Law and Policy from Liberty University.
JAMEY D. NEALY is a retired Army officer and a senior executive and public-sector leader with a Bachelor of Science from West Point and with master’s degrees in both Latin American Studies and Leadership and Change Management.
GARY PALMER was City Administrator for Roswell, Georgia from 2017-2021 and the Assistant Town Manager for Farragut, TN. from May of 2006 until October 2017.
HAROLD “BUTCH” PATTERSON has been the Director of Greeneville Parks and Recreation since February of 2027. He is an ETSU graduate.
BRAD PETERS is a current MTAS Public Works Consultant. He was Town of Greeneville Engineer and Director of Public Works from 2011 until 2022. Prior to that he was the Greeneville Town Engineer from 2005 until taking over both positions in 2011. He is a University of Tennessee graduate with a bachelor’s degree and has a master’s in civil engineering. He has served as a Greene County Commissioner since September 2014.
TRAVIS RICKER has a civil engineer degree from the University of Tennessee. He is currently the Department Head for the Davies County Fiscal Court in Owensboro, KY.
PHILLIP H. SPENCE III is Risk Manager for the City of Charlottesville, Virginia. He has a Bachelor of Business Administration and a Master of Public Administration.
TYLER S. WILLIAMS is the current Assistant City Manager/CFO/Recorder for the Town of Mt. Carmel, TN. He was City Recorder/Administrator for the Town of Unicoi in 2024. He is a Carson Newman grad majoring in Political Science and graduated from the University of Tennessee College of Law with concentrations on Estate Planning and Administration, Trust Administration, Taxation of Trusts and Estates, Real Estate, Contract Drafting and Business Law.
