WCSO Assists With Animal Cruelty Arrest Of Telford Man, Results in ICE Hold

Washington County Sheriff’s Deputies assisted the U.S. Department of Agriculture Crime Unit in arresting a Telford man.

Tips investigated by deputies led to a home occupied by 38-year-old Rudy Ariel Dubon in the Conklin Community on Friday. Deputies made contact with a neighbor who reported the extensive history of animal neglect and abuse. This involved withholding food and water from animals, animal carcasses lying around the property, and using a pipe and large wooden stick as an apparatus to keep a dog from lying down.

The dog had no access to water or food and was on a short chain attached to a dilapidated structure. A horse was tied to a tree with no ability to get to water or food. A goat and its two kids were also confined and tethered to a fence in a small area with no water or food and a bucket of oil was found in the area accessible to the goats.

Deputies transported Dubon to the Washington County Detention Center where he was charged with cruelty to animals. Dubon’s bond was set as an OR release, meaning he was to be released on his own recognizance without posting a bond. However, Dubon has a detainer from U.S. Immigration and Customs Enforcement. According to a press release issued Monday, he will be held for 48 hours to give ICE the opportunity to take him into federal custody for potential deportation proceedings.
