Pocket Park Upgrade Nearing Completion Downtown, Hardin Park Projects Set To Begin

The new pedestrian walkway and plaza in the Eagle’s Rest pocket park in downtown Greeneville is expected to be open this summer, and the installation of new playground equipment at Hardin Park is expected to begin this summer as well.

The pedestrian walkway and pocket park connects Main Street and the Crowfoot Alley parking lot in downtown, and first opened for access to Main Street in 2023. However, the temporary gravel walking surface has now been replaced by smooth concrete as the upgrade of the pocket park nears completion according to town officials.

The design for the park pass-through was approved in April 2025 by the Greeneville City Council, and work began on the project in October 2025. The pocket park was temporarily closed during part of the project, but has since reopened to pedestrian traffic as the project gets closer to completion.

The design, created by local architect Dave Wright, includes a meandering concrete walk way and a large concrete plaza at the end of the park near Crowfoot Alley. Concrete and grass have already been put in place in the upgraded pocket park. Some planters have also been set in the park.

The rear of the pocket park in downtown Greeneville now features a new plaza section near Crowfoot Alley.

The design approved by the City Council also includes an art wall, a place for a sculpture or other decorations, a drinking fountain for people and pets, and some seating options. New lighting, railing, and a small wall are also being placed in the pocket park.

A report on the Eagle’s Rest Pocket Park is scheduled during the Tuesday City Council meeting.

While that project is getting close to wrapping up, another project at Hardin Park is set to get underway.

New ADA-accessible playground equipment is going to be installed near the pavilion near the pond at the park. Two basketball courts at the park will be refurbished, and two old tennis courts will be turned into four new pickleball courts at the park.

The project is being funded through a $100,000 grant from the Tennessee Department of Environment and Conservation’s Office of Outdoor Recreation, which was matched by local funding from the Town of Greeneville in the amount of $104,500.

The grant for the upgrades to the park was awarded in July 2025.

The playground project at Hardin Park is expected to begin this summer.
