The Town of Greeneville announced that Building Inspector Austin Cairy has received a $2,000 scholarship to participate as a voting delegate during the International Code Council (ICC) 2026 Leadership Week and Committee Action Hearings.
The event will take place April 18-24 at the Connecticut Convention Center in Hartford. Cairy will represent East Tennessee during the hearings, where building professionals from across the country review and recommend updates to building safety codes.
The scholarship will cover airfare and lodging for the weeklong event.
The hearings are open to the public with registration. Public comment sessions begin Sunday afternoon, April 19, and will total 63.5 hours throughout the week. Cairy is required to attend at least 16 hours of sessions but says he plans to attend far more to gain as much knowledge as possible and contribute to the process.
ICC codes and standards are used to help ensure safe, affordable, and sustainable buildings for communities worldwide, impacting nearly 2 billion people in more than 25 countries.
Cairy grew up in Bolingbrook, Illinois. His wife, Dinnia, is from Greene County, and the couple met while he was living in Asheville, North Carolina.
Before joining the Town of Greeneville in April 2025, Cairy worked as a contractor and then served as a debris monitor during recovery efforts following Hurricane Helene.
Since joining the department, he has completed four of the six required Federal certifications. He holds certifications in residential building, residential plumbing, and residential mechanical inspections. On the commercial side, he has completed the first certification and plans to complete commercial plumbing and commercial mechanical certifications by the end of the year.
