Town of Greeneville Todd Smith presented the annual List of Accomplishments to the City Council during its meeting Tuesday.
Town of Greeneville 2024 Accomplishments List:
• Initiated a vehicle tracking (Fleetio) system to monitor vehicle maintenance, depreciated values, and other
data associated with the Town’s fleet
• Implemented an on-call program in police, fire, and public works. We now have a process to schedule on
call employees and call them back to work in cases of emergencies
• Added a landscaping position to the public works department, developing a plan to address landscaping
downtown, along the by-pass and at Town facilities
• Conducted a study of streets along the eastern Andrew Johnson Highway section of Greeneville.
Developed a five-year plan to address traffic needs
• Hired Woolpert Consultants to develop a long-term schools facilities plan for Greeneville. The Town and
School System continue to work towards implementing recommendations
• In February Chief Spano started monthly community meetings with different sections of Greeneville to
increase communication and coordination of law enforcement issues
• Several housing improvements to include:
o Starting construction of 72-unit multi-family unit behind Texas Roadhouse
o The start of $18 million of improvements at Plaza Towers
o Several new homes constructed at the Johnson Farms development
o $11 million downtown condominium project completed
• Texas Roadhouse project completed
• Replaced playground equipment at George Clem Park, upgraded basketball courts
• The employee clinic moved to a location across the street from the former location, saving in monthly
lease payments and providing for a stable long-term location
• Amended alcohol ordinance to create a long-term plan for overseeing future liquor store growth. Allows
for 1 store per 3,000 residents
• Repaired the cupola at town hall, town hall clock back operational
• The Town was featured in Business View Magazine, highlighting the recent growth and improvements
occurring in Town (https://businessviewmagazine.com/
)
• Passed a comprehensive code update, placing recently passed ordinances (within the past two years) into
the Town’s code book
• Over 140 people attended the employee appreciation night at Pioneer Park on July 25
• Greeneville was the featured back drop to a U.S. Senate video featuring Senator Blackburn
• Another year with zero audit findings…five years in a row
• Implemented new accounting software that includes bar coded invoices for easy retrieval and e-invoices
for citizens
• The Police Department rolled out the 411 Communications system. This text technology can alert the
public regarding public safety situations, and allows the public to submit an anonymous public safety on
crime tip
• Re-sealed and striped the parking lot at town hall
• Finished $1.5 million pavement replacement at the Airport, correcting uneven asphalt and
strengthening the asphalt around the t hangers
• Re-sealed all airport pavement and installed new reflective markings on the runways and taxiways
at the airport
• Processed extremely high-volume traffic during Helene Relief (4 times usual traffic), stored and
distributed water from the airport, housed the 101st Airborne during storm relief activities
• Received a $15,000 grant that will go to installing traffic calming devices on streets with
speed/accident issues
• Roby Center increased members by 224 in 2024
• Added a new part time position at the Roby Center to enhance programs at the Center
• Oversaw 215 rides through the My Ride program, and delivered meals to 89 families through Meals
on Wheels
• Purchased new commercial refrigerator and commercial freezer for the kitchen at Roby, added new
handwashing sink and kitchen island
• New Town website launched on April 12
• Gained 4,100 new Facebook followers in 2024, with 2.4 million views of Town Facebook page so far in 2024
• Have a Master Public Information Officer staff member (complete 40 hour certification program)
• Received over $40,000 of donated dirt top cover for the landfill through the Texas Roadhouse and Fontana Point
projects
• Began groundwork for planning a new landfill cell to allow for expansion and extend the life of the existing demo
landfill site
• Completed renovations of the Big Spring Room at the library, can now accommodate up to 70 people, with a
catering kitchen available for events; all funded through the Friends of the Library
• Raised over $34,000 at the community book sale
• Library circulated over 59,000 items, provided 4,000+ uses of computer systems to clients, issued 1,461 new
library cards in 2024
• T Elmer Cox Library hosted 458 visitors (32 from outside of TN), and tracked 591 research hours from users
• Police Department awarded re-accreditation for the third time in 2024
• Police department maintains a TBI Audit clearance rate of 50.43% – a rate 50% higher than the state average
• Hired 6 new firefighters adding ability to run a rescue truck and a ladder from one station, staffing is closer to
NFPA standards
• Rescue truck reduces wear and tear and operational costs in lieu of running the ladder truck on calls
• New fire department UTV increases access and response times at special events
• Hosted regional firefighters recruit academy at training facility
