The Shops at Greeneville development located on six acres near the intersection of East Andrew Johnson Highway and Harlan Street could potentially cost the developer more than $3.5M.
The plan area has a Texas Roadhouse Restaurant, Panda Express Restaurant, and a retail development, with available space left on the lot. Texas Roadhouse hard cost expenditures could cost approximately $2.5M; for Panda Express almost $1M. The developer, JMB FO Investment Company, LLC, began construction in 2023. Texas Roadhouse is expected to open by November of this year and could provide around 50 jobs.
Town of Greeneville City Administrator Todd Smith said the construction crew started on the Panda Express project sometime in the last two weeks. The construction will take several months before it’s complete, but Smith was not able to confirm a specific timeline.
Texas Roadhouse alone is expected to generate the town and county approximately $10M in revenue a year once it is completely developed. The town and county would additionally receive an estimated $275,000 per year of local option sales tax revenues. The estimation does not include Panda Express and other developments to come in the future.
