Officers responded to the 2000 block of East Andrew Johnson Highway Thursday morning before 3 AM on the report of a female appearing to be passed out.
Upon arrival, Daveen Dotson of Greeneville was found sitting on the sidewalk and reportedly stated she was waiting on a ride. She gave officers consent to search her bag and they found items including a total of twelve syringes and two spoons.
She was issued a criminal summons for drug paraphernalia.
